You already have some skills to start a new character. To take these to the next level, open your character sheet (go to the picture above in the menu bar on the left) and go to the Skills section. Click on the skill you want to train and select Train to Level X. There is also a setup menu, which gives you different options. One option here is to show all the skills, displaying all the skills available in the game on his resume. If you select this option, you will see some skills with a green check mark and others with a red cross on your character sheet. The green check mark indicates that you have the prerequisites for training the skill, the Red Cross shows there are still some skills you have to train before they can acquire this particular skill.

The skills that you do not already have on your character sheet will have to be purchased in the market. It is sold by factions within the game controlled by non-player characters (NPCs), and re-sold by the players. Sometimes, books are skill loot drops in missions, too. Some race specific skills are only sold in the space of that particular faction, and when sold outside the area, are often more expensive. Therefore, if you need Gallente ability, for example, you should see how much is being sold in Gallente space. Once you acquire a skill, is displayed in its hangar, which can be formed through the right command.
